Communication has been a weak point in the portfolio and we are determined to set this right by compiling a monthly newsletter. The Newsletter has been divided into four sections so that you can find what you're looking for fast. The sections are as follows:
Alot has been happening behind the scenes in the past few months, so let’s get right down to giving you the key items.
As you are aware Chubb were contracted in December 2008 to take over the security for all three complexes – Gate, Gardens and Glen. We have certainly had our share of “teething problems” and have been having regular meetings with the guarding manager to get it running smoothly. What has been agreed follows.
- There will be three guards on day shift and three on night shift. One will man the guardhouse at all times, the other two will patrol (at least once every 45 minutes) – one on foot patrol and the other on bicycle patrol. There are 18 control “checkpoints” that the guards must pass on their rounds which are recorded and checked at their control centre.

Guards have been given the following “ground rules”.
- The guards have been instructed that any person without a grey access tag MUST sign in as a visitor. We ask that you cooperate fully in this regard as the rule is there for the safety of all in our community.
- ALL visitors will be required to sign in and will be handed a visitors tag. On exit visitors drop this tag into the box at the gate. Should a visitor arrive at the exit gate without the tag they will not be allowed to exit. They will be required to return to the resident and either (a) find the tag, or (b) bring the resident to the gate to sign them out. Should visitors lose tags the cost of the lost tag will be billed to the resident.
- Domestic help – a notice will be sent out shortly asking that you supply your domestic helper’s name and ID number so that pedestrian traffic can be better controlled.
There have been a few unfortunate – and unacceptable – incidents involving residents. In the first incident a resident who did not have a tag became abusive and physically damaged items within the guardhouse and proceeded to drive into the boom at the exit gate. This will be repaired shortly and the damages billed to the offending resident. In another incident the newly repaired gate (it had only been working for a few days) was accidentally hit by a car and at the time of writing we are waiting for the gate to be repaired at a cost of over R3500! Remember these costs impact all of us as we all contribute to the expenses of the Gate, Gardens, Glen Residents Association that is responsible for managing the common areas.
Any physical or verbal abuse of guards will be reported, investigated and dealt with to the full extent of the law.
We have discovered that the electric fence has been inoperable due to trees touching the wires. We have instructed the garden service to cut back all trees outside the wall. If you have any trees in your gardens that may be touching the fence you are requested to keep them cut back.
The Mircell system – which will allow the guard to contact you when visitors arrive – has been delayed while waiting on the opening of a bank account in the name of the Carlswald Gate, Gardens, Glen Residents Association. A managing agent has now been appointed and directors have completed all the necessary documentation. Within the next few weeks the bank account should be in place, a cell ‘phone contract established, and we will advise of the “go-live” date.
Panhandle lighting
The original quotation we received for this work was R12 187.51. The subsequent updated quotation (to include the 6th panhandle) was
R44 498.84. We are currently requesting additional quotations as we have not budgeted for the huge increase. We will keep you informed.
Maintenance
and repairs
The guardhouse damages will be repaired – window, counter, paint, plugs etc.
A number of units in the complex are in need of paint, damp and wood maintenance – as a freehold owner you are required to take care of your own maintenance. If you are a tenant please bring any maintenance issues to the notice of the owner.
Please note that there are requirements in terms of the colours for paint of all external surfaces – you can get this information from the Managing Agent (contact information).
Littering
Two bins have been delivered by Pick-it-up and placed at either end of the middle attenuation dam. Please use them. Those who continue to drop cold drink cans, bottles, packets or any other litter in the common areas will be fined. Please tell your children.
Attenuation dams
There have been reports of teens smoking and drinking in these areas. New locks will be fitted and any unauthorized person found in these areas will be fined.
Dogs
Please note that dogs must be kept inside your property at all times. They may only be walked in common areas if on a leash and under the control of a responsible adult. We have had incidents in the past where a child was bitten and a cat killed by dogs loose in the common area.
Electricity
On transfer of the complex from the developer (Group Five) to the Home Owners Association the electricity account was not transferred. City Power has now instructed that we transfer the account into the name of the HOA and pay a deposit of
R35 000. Please note that this amount has not been budgeted and should the funds not be available, there will be a need to raise the funds.
